Board Of Education Adopts Revised School Budget

The Manhasset Board of Education adopted a revised 2013-14 budget, which results in a 1.97 percent tax levy increase. A 60 percent supermajority is required for this revised budget to pass on Tuesday, June 18.

The revised June 18 budget is:

• $3.1 million lower than the failed May 21 budget.

• Approximately $900,000 or 1.03 percent less than the current 2012-13 budget.

Reductions were made in the following areas:

• Administrative and clerical staff reductions $585,645
• Givebacks from collective bargaining units $332,384
• Field trips, security, Parent Child Home Program, CASA, adult ed, and other district expenses $545,909
• Before and after school programs and activities $229,382
• Interscholastic athletics $113,400
• Middle school and high school teachers $934,026
• Elementary school teachers (including retirements) $646,094
• Provision for unemployment ($267,062)

Total Reductions: $3,119,778

Major components of these reductions are the result of:

• Implementation of a retirement incentive by the collective bargaining units that resulted in 9 retirees.

• Staff reductions of 22.39 full-time equivalents (FTE’s), comprising 1.9 FTE administrative positions; 13.7 FTE teachers; 3.64 FTE teacher assistants/supervisory aides; 1.75 FTE custodians; and 1.4 FTE clerical.

This revised budget represents an estimated $265 annual property-tax increase for the average Manhasset home assessed at $1.035 million. Changes in property taxes on individual homes can vary widely based on Nassau County’s assessment process. The district’s tax levy continues to be negatively impacted by the ongoing loss of State Aid of almost $800,000 in 2013-14, resulting from a unilateral cut in aid from New York State made in an effort to balance the State’s budget.

The 2013-14 revised budget revote will be held on Tuesday, June 18, from 6:30 a.m. to 10 p.m. in the secondary school cafeteria. (Please note the change in location.)

Highlights of the revised June 18 budget include:

At the elementary schools:

• No additional reductions in class sections.

• Implementation of a full-day kindergarten program ($37,000 cost savings).

• Continuation of the Elementary After-School Enrichment Program (Humanities, Mathematics, and Science).

• Maintaining 5th and 6th grade music programs.

• Elimination of 4th grade band/orchestra program.

• Funding of 50 percent of club expenses.

• Elimination of field trips and BOCES outdoor-education and arts programs.

At the middle school:

• Replication of current course offerings (with the exception of the Humanities Program).

• Continuation of current class sizes in most courses, with some reduction in sections offered.

• Replication of current interscholastic athletic program, with exception of “combo” teams.

• Replication of existing music and drama programs.

• Funding of 50% of club expenses.

• Elimination of field trips.

At the high school:

• Replication of current course offerings (with the exception of Latin I, II, and AP Latin).

• Continuation of current class sizes in most courses, with some reduction in sections offered.

• Replication of the current interscholastic athletic varsity and JV programs.

• Replication of existing music and drama programs.

• Funding of 75% of club expenses.

• Elimination of field trips.

If the budget fails to achieve a 60 percent supermajority approval on June 18, New York State law requires the district to adopt a contingent budget, commonly known as austerity, requiring additional budget reductions of $1.5 million.

Voters must be registered to vote no later than Monday, June 17. Registration will take place on school days, 9 a.m. to 4 p.m. and on Tuesday, June 11, until 8 p.m., in the Office of the District Clerk, Central Office, Manhasset Secondary School, 200 Memorial Pl.
