The Oyster Bay Water District, fee owner, and Sprint Spectrum L.P. d/b/a Spring PCS, have received permission from the Town of Oyster Bay to install, maintain and operate an existing cellular antenna array on top of an existing elevated water tank and a proposed communications equipment shelter at Plant No. 4, located on the easterly side of Mill River Road. The proposal was approved at the Nov. 9, meeting of the board.
The approval was the result of a negative declaration on reports submitted to the Town of Oyster Bay Environmental Quality Review Commission.
The TEQR report lists no air quality impact; the building will be unmanned with maintenance engineers visiting the site one to two times a month, therefore there will be no traffic impact. There is no liquid discharge from the equipment and therefore there is no impact on surface or ground waters.
There is no effect on flora or fauna since the project site is located on a hill, on a remote, heavily wooded plot in a residential area of Oyster Bay. There is no water consumption or water generation from the site.
As for radio frequency emissions the document states: "The applicants are required to have a Federal Communications Commission license to operate as a public utility and the antennas must comply with the regulations concerning emissions as promulgated by the Federal Communications Commission, which has jurisdiction over emissions from such facilities including health and safety factors."
Local residents did not object to the location of the cell tower.
