    At its March 15 meeting, the East Hills Board of Trustees is expected to vote on a temporary moratorium on residential and commercial construction in the village and additions of 25 percent or more to the floor area of existing dwellings.     Larry Porto of Roslyn displays his trophy at a recent Stop World Hunger tennis benefit. Mr. Porto hopes to defend his title in the spring tennis tournament. The spring tournament takes place in April and May. Registration is taking place from now until March 22. The cost is $6 for singles and $10 for doubles.
